Overview
We enable health services providers to become leaders in providing patient-centered health care, using enterprise standards and frameworks to deliver useful information and clinical tools reliably and consistently, anytime, anywhere. IMITS manages over 300 applications across business, clinical and research environments, serving over 50,000 front line, administrative and research staff to enable over 4.8 million patient encounters a year. As a successful candidate, you will deliver support to enable PHSA, Vancouver Coastal Health (VCH) and Providence Health Care (PHC) to become leaders in providing patient-centered health care. You have initiative, vision, independent thinking and creative problem solving abilities, as well as excellent communication skills.

The Provincial Human Capital Management System (HCMS) Program will implement Workday software across seven BC health organizations: Fraser Health, Interior Health, Island Health, Northern Health, Provincial Health Services Authority, Providence Health Care, and Vancouver Coastal Health. The Workday platform will replace disparate existing human resources (HR) and payroll applications with a single, modern, integrated system. Human resource management has emerged as a high priority and is a key action in the province’s Health Human Resources Strategy.
Manager, Business Readiness and Change
In accordance with the Purpose, Vision, Values and Coast Salish Teachings, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
Reporting to the Director, Change & Transformation (HCMS Program), the Manager, Business Readiness & Change (HCMS) is accountable for leading and facilitating an enterprise change strategy to support successful adoption of the HCMS Workday software across participating BC health organizations. This program will impact staff and medical staff in seven participating health organizations (Fraser Health, Interior Health, Island Health, Northern Health, PHSA, Providence Health Care and Vancouver Coastal).

Qualifications
- A level of education, training, and experience equivalent to a university degree in business administration, health administration, leadership, organization development, or a related discipline supplemented with project and change management courses supplemented by seven (7) years of experience in a large, multi-site unionized environment. Certification through Prosci® or Association of Change Management Professionals
- Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
- Demonstrated knowledge and understanding of legislative obligations and provincial commitments within Lab LIS and Informatics contexts found in the foundational documents including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.

- Brings an understanding of the Indigenous specific racism and the broader systemic racism that exists in the colonial health care structure, and has demonstrated initiatives in breaking down barriers and ensuring a safe environment ensuring a sense of belonging to all and informed by Indigenous Cultural Safety.
- Awareness of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).
Skills & Knowledge
- Demonstrated knowledge and experience in change and project management in a regional strategic change context.
- Demonstrated ability to work with a diverse group of partners including senior leaders, advisory groups, subject matter experts, and the vendor team members.
- Demonstrated ability to meet tight deadlines, work under pressure, and handle highly confidential and sensitive issues with tact and diplomacy.
- Experience leading or supervising a work team.
- Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
- As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).
Job Type: Temporary, Full-Time (2 years)
Wage: $88,990 to $127,923. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan.
