The Program

The BC Health Workday Program is a provincial initiative with seven participating BC health organizations (FHA, IHA, ISLH, NHA, PHC, PHSA and VCHA). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC’s health system.

Reporting to the Chief Program Officer (CPO) of the BC Health Workday program, the Director plays a key strategic role in ensuring the functional requirements of the province’s health organizations are met within the new BC Health Workday solution, while focusing on the user experience and standardization over localization. This role will require close collaboration with stakeholders across British Columbia's health organizations to design, test and implement all core user facing product functionality. Leading a team of experienced Workday professionals, the Director brings deep technical expertise in the Workday platform and a strong understanding of operational environments and processes within the healthcare industry. This role requires exceptional client relationship and stakeholder management skills, with a focus on negotiating, building consensus and facilitating collaboration across all levels of the organization. The Director will lead strategic discussions, executive presentations, and cross-organizational decision-making, while also serving as an operational problem-solver. The Director will be instrumental in driving enterprise-level planning and solution development in partnership with senior leadership across the province


What you’ll do

  • Provides leadership and direction for the configuration, optimization, and sustainment of Workday modules including Core HCM, Compensation, Recruiting, Payroll, Absence, Time Tracking, Benefits, Talent, Learning, Workforce Management, Security, Reporting and Help.
  • Establishes and enforces governance processes, design standards, and configuration guidelines to ensure functional integrity, consistency, and scalability across all supported Workday modules.
  • Oversees end-to-end functional integration across Workday modules and with external systems to support seamless data flow, optimized workflows, and a consistent user experience.
  • Negotiates and facilitates consensus with internal and external stakeholders on resources such as funding, staffing, data access, subject matter expertise, and system dependencies to ensure alignment with project priorities and timelines.
  • Leads, mentors, and develops a team of functional subject matter experts, fostering a collaborative, high-performance environment focused on delivering value to the organization.
  • Collaborates with business leaders, HR, Finance, IT, and operational stakeholders to understand evolving needs, prioritize enhancements, and ensure that Workday capabilities align with organizational objectives.
  • Establishes and maintains a strong collaborative partnership with the Deployment Partner’s functional team to ensure alignment, knowledge sharing, and seamless coordination across workstreams.
  • Holds self and team members accountable to the principles and goals of the program.
  • Accountable for Product Functional reporting in collaboration with the PMO for the program in order to meet program scope, schedule and budget.
  • Supervises a large team of functional experts including regional staff. Evaluates the performance of designated staff in collaboration with appropriate internal stakeholders and internal stakeholders and peer staff. Fosters a positive working environment including seeking opportunities to coach, guide, and recognize individual contributions and being responsive to issues and concerns in a supportive and proactive manner.
  • Partners with privacy, compliance, and information security teams to ensure all functional configurations adhere to legal, regulatory, and security requirements across the Workday platform.
  • Manages cost and or budget, resources, and staff to support the BC Health Workday program and provide input to the program planning and budgeting. Manages and resolves complex issues and risks that arise during the project lifecycle, escalating them as appropriate.  

What you bring

Qualification

  • A level of education, training, and experience equivalent to a Bachelor’s and/or Masters degree in Business, Human Resources, Information Systems or related field, with a strong understanding of enterprise HR and payroll systems, plus a minimum of ten (10) year’s recent, related experience supporting and leading Workday functional areas, with at least 3 years in a leadership role overseeing multi-module Workday environments. Extensive expertise in Workday configuration and sustainment across multiple modules such as Core HCM, Compensation, Recruiting, Payroll, Absence, Time Tracking, Benefits, Talent, Learning, and Workforce Management.
  • Demonstrated experience in leading requirements gathering sessions, translating business needs into functional Workday configurations, and guiding stakeholders through solution design. Proven ability to lead cross-functional teams and collaborate with business stakeholders to align Workday capabilities with strategic objectives in large, complex organizations. Strong understanding of system governance, change management, and release processes, including hands-on experience managing Workday bi-annual releases and functional roadmaps. Excellent problem-solving, communication, and analytical skills, with a demonstrated ability to present complex concepts to executive leadership and technical/non-technical audiences. Familiarity with privacy, compliance, and data security practices in cloud-based systems, particularly in regulated environments such as healthcare or public sector.
  • Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change. 
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments within Lab LIS and Informatics contexts found in the foundational documents including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system. 

Core Competencies 

  • Brings an understanding of the Indigenous specific racism and the broader systemic racism that exists in the colonial health care structure, and has demonstrated initiatives in breaking down barriers and ensuring a safe environment ensuring a sense of belonging to all and informed by Indigenous Cultural Safety. 
  • Awareness of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.). 

Skills & Knowledge

  • Comprehensive knowledge of project management principles and methodologies and ability to coach team members on these skills. Experience or working knowledge of content areas is key to the success of this role.
  • Effectively monitors budgets and executes project plans with stringent timelines. Utilizes initiative, vision, independent thinking and creative problem-solving abilities to implement project plans and realize project completion. Excellent communication skills to function within a complex interdisciplinary environment including ability to communicate with the physician community.
  • Utilizes effective facilitation, persuasion and negotiation abilities to achieve consensus, resolve conflict and achieve desired outcomes. Works effectively under time pressure to meet deadlines, balance work priorities and resolve problems in a timely manner.
  • Computer literacy with word-processing, spreadsheet, presentation, project management and database applications.

Job Type: Temporary, Full-Time
Wage:  $128,298 to $184,428. 
The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan.
