Solutions Architect, Clinical Solutions, Regional Care Solutions, IMITS Vancouver, CanadaThe Clinical & Systems Transformation (CST) Project is a joint undertaking between Vancouver Coastal Health (VCH), Provincial Health Services Authority (PHSA) and Providence Health Care (PHC) to complete a large-scale transformation of clinical practices and systems that will transform health care delivery that will connect patients and health professionals with timely, accurate and relevant clinical information to provide seamless, quality personalized care.
The Solutions Architect is an integral team member responsible for providing leadership in overall vision and execution of system solutions for CST. The key responsibilities include translating high level business requirements into system requirements that guide the blueprint for the design and development teams. The Solution Architect leads the analysis, documentation, prioritization, and alignment of requests and requirements, and provides expert consultation, vision and leadership in the analysis, feasibility, design, planning, implementation, and use of CST solutions. A Solution Architect is expected to provide options or solution recommendations that are sustainable, align with the clinical, operational, business, enterprise architecture and project requirements, and ensures a cohesive and integrated solution across the Cerner solutions, interfaces and other applications.
Duties/Accountabilities:
• Leads and liaises with stakeholders to understand structures, policies, workflows, requirements and operations.
• Interfaces with and coordinates tasks with internal and external clinical and technical stakeholders. Collaborates with CST Leadership, Project Managers and team members to develop overall implementation solution plan, provide estimates and serve as a lead as required, to implement the configuration, integration and implementation efforts.
• Leads the development of formalized solution methodologies, including building and maintain repository for deliverables, methodologies, and business development documents. Write, or direct the writing of briefing notes that add further insight and thought in the solution area.
• Contributes to the principles that guide technology decisions for the enterprise and develops and implements policies and standards related to solutions architecture.
• Designs and coordinates the implementation of solutions based on clinical and business requirements and which align with enterprise-wide service and technology architectures. Communicates the technology options and solutions to CST Leadership, CST project team members and external stakeholders.
• Researches and analyzes market, technology, and industry trends and standards related to relevant technologies for the purposes of determining potential impact on the design and build and the suitability of different approaches in solving emerging business needs. Provides recommendations on the use and evolution of system architecture.
• Designs and implements solutions in alignment with enterprise wide security policies. Ensures solution access controls are designed and built in a way that provides appropriate, demonstrable and coordinated security procedures and practices that are compliant with related law, regulation, policy and professional standards. Provides monitoring, auditing and investigation expertise into security, policy and appropriate use violations.
• Acts as an advisor to the Project Management Office by assessing project risks, identifying risk mitigation strategies and opportunities and monitoring risk throughout the life cycle of the project. Recommends solutions to achieve goals and outcomes.
• Participates in assigned Provincial, and Federal committees; chairs and/or leads discussion as required.
• Performs other related duties as required.
Qualifications:
Bachelor’s or Master’s Degree in Business Administration, Clinical Informatics, Computer Science, Engineering or related discipline, plus a minimum of seven (7) years’ recent, related experience in a large, complex organization, including but not limited to, project management, systems analysis, application development, architecture, and operations or an equivalent combination of education, training and experience.

• Excellent analytical and technical skills. Knowledge of all components of a solution architecture.
• Understanding of the political climate of the enterprise and how to navigate the politics. Ability to understand the long-term (big-picture) and short-term perspectives of situations.
• Ability to translate business needs into technical architecture requirements.
• Ability to estimate financial impact of technical architecture alternatives.
• Ability to apply multiple technical solutions to business problems.
• Ability to quickly comprehend the functions and capabilities of new technologies.
• Highly developed business writing and verbal communication skills with the ability to document work appropriately.
• Knowledge of project structures; business case development; contract management; documentation of workflows; health care setting and analytical tools.
• Demonstrable skills planning scope, directing staff members, handling change requests, impacts, and tracking tasks, actions, risks, issues and impacts.
• Resourceful; well-organized; systematic analysis; strategic thinking; critical thinking; attention to detail; leadership and management skills.
• Demonstrated ability to use database, spreadsheet and word processing software at an advanced level.
• Physical ability to perform the duties of the job.
